Resumen
Mozambique conforma un bloque de países que se encuentran en la categoría de mayor pobreza en el mundo. Como nación que padeció dominación y sojuzgamiento colonialista portugués, hubo de librar, no sin dolor, una larga guerra civil tras la inde pendencia, lo que significó una gran destrucción de su infraestructura, hambrunas, olas de refugiados, muerte y un legado de millones de minas terrestres antipersona que aún se encuentran dispersas y activas por todo el territorio mozambiqueño.
Este artículo aborda la cooperación bilateral entre China y Mozambique durante las últimas décadas y evalúa el impacto de las inversiones de capital chino en la ampliación y mejora de la infraestructura del país de África oriental. En la primera parte se revisa el estado de la economía mozambiqueña, la cual, a través de su sector extractivo de aluminio, titanio, grafito y gas natural, cuenta con productos de exportación que representan importantes fuentes de ingresos. En la segunda parte se analiza el largo proceso de reconstrucción del país, donde China tiene un papel central con flujos de inversión de 4 mil 600 millones de dólares en 2022.
En la tercera parte se revisarán las áreas de urgente atención para favorecer las inversiones en el país, donde el Ministerio de Industria y Comercio ya ha expresado su deseo de ampliar la infraestructura del país —el mayor desafío— con un mejoramiento y ampliación de las carreteras existentes, así como de puentes. Asimismo, se revisa el estado de otros sectores eco nómicos que necesitan inyección de recursos, como el agrícola o la industria pesada —con la industria del acero a la cabeza—, que requieren apremiantemente el impulso para partir de ese punto hacia grandes proyectos. En la parte final del artículo se presentan las conclusiones donde se pone en contexto un mundo multipolar que está emergiendo, con un nuevo modelo de cooperación entre países.
Abstract
Mozambique is on a bloc of countries that are among the poor est in the world. As a nation that suffered colonial domination and subjugation by the Portuguese, it had to fight, not without pain, a long civil war after independence, which meant great destruction of its infrastructure, famine, waves of refugees, death, and a legacy of millions of anti-personnel landmines that are still scattered and active throughout Mozambican territory. This article will address bilateral cooperation between China and Mozambique in recent decades, evaluating the impact of Chinese capital investments to expand and improve the infrastructure of the East African country.
In the first part, the state of the Mozambican economy will be reviewed, which, through its extractive sector of aluminum, titanium, graphite, and natural gas, has export products that represent important sources of income. The second part analyzes the long process of rebuilding the country, where China is a major player with investment flows that reached 4.6 billion dollars in 2022. In the third part, the areas of urgent need for investment in the country will be reviewed, where the Ministry of Industry and Commerce has already expressed its desire to expand the country’s infrastructure —the greatest challeng— with an improvement and expansion of existing roads, as well as bridges. The state of other economic sectors that need an injection of resources is reviewed, such as agriculture and heavy industry —with the steel industry at the forefront— which urgently requires the impetus to start from there towards large projects. Finally, towards the end of the article, conclusions will be issued, putting into context a multipolar world that is emerging, with a new model of cooperation between countries.
