Economist and political scientist from the Mexico Autonomous Institute of Technology (ITAM). He also holds a Master's degree in Public Administration from Columbia University in New York, where he specialized in economic development. With more than ten years of experience in international organizations and the public and private sectors, Luis has worked at the intersection of innovation and industrial policy. He served in the Mexican government as the General Director of the Global Economic Intelligence Unit in the Ministry of Economy, where he coordinated the trade, investment, and industrial policy agenda, he was also in charge of the project Data Mexico. Recently, he worked as Associate Director of Economic Justice at Open Society in the Latin America and the Caribbean Program. Currently, currently he is a Program Manager at the new Economic and Climate Prosperity team at Open Society, where he works to promote green, inclusive, and equitable economic policies in the Global South.
