Graduate in International Relations from The College of Mexico. He did postgraduate studies in Economic Development at Sophia University, Tokyo. She studied business culture at the Fujinomiya Institute of International Studies, Japan, and has a Ph.D. in History from The College of Michoacán.

He served as a full-time professor at Tec de Monterrey and founded the Center for Studies on the Asia Pacific. He was also co-founder of the Center for Japanese Studies of the Department of Pacific Studies at the University of Guadalajara. As a diplomat, he represented Mexico in international forums such as the Pacific Economic Cooperation Conference (PECC) and the Asia Pacific Cooperation Forum (APEC). From 1993 to 1996 he served as Consul of Mexico in Osaka, Japan. Between 2006 and 2010 he was Coordinator of International Affairs of the Headquarters of the Government of Mexico City during the management of Lic. He has collaborated as a correspondent and columnist for national media and is the author of various publications on the history of Japan, Japan and Mexico, and the Pacific Rim. In 1984 he was invited by the Ministry of Foreign Affairs of the Asian country to the program for Young Latin American Leaders, on which occasion he was received by the former Emperor Akihito.

He obtained the “Bertha Ulloa” award in Research on Diplomatic History in Mexico granted by the Institute of Historical Studies of the Mexican Revolution (INEHRM) in 2016, with an investigation about the Japanese in Mexico during the Mexican Revolution.
