Lawyer from UNAM. Master’s in Planning and Development from the University of London; in Macroeconomics from the London School of Economics and a Diploma in Public Finance from Harvard University (2002). PHD Candidate (ongoing). His professional experience has focused on political economy, public policy, and political discourse. He has been a lawyer for the NAFTA energy board (1990-1993). Advisor to two presidents of the PRI (1994-1996), Director of Labor Policy and Studies of the Ministry of Labor (1996-1997); President of the Institute for Training and Political Development of the PRI (ICADEP) (1997-2000). He was a Deputy in the Legislative Assembly of Mexico City (2000-2003) and has held various public positions at the federal level. He has been Manager of Social Development at PEMEX (1993-1995); Director of Scientific and Technological Policy of CONACYT and Coordinator of Delegations of the SAE (2003-2004). He was Director of International Affairs of CISEN (2004-2006), during that time he also served as Chief Negotiator of the security part of the SPP (Alliance for Security and Prosperity in North America) and has been advisor to the Secretary of Federal Public Security and the Attorney General of the Republic (2006-2007). He was a member of the National Executive Committee of the Social Democratic Party and a representative to the IFE (2006-2009). He has been a private consultant in comparative law and political communication, lobbying and political translation. He is also the recipient of the Carlos Pereira Award from Nexos magazine.
