He holds a degree in International Relations from El Colegio de México (Colmex) and a master's degree in Public Administration from the French National School of Administration. He is a member of the Mexican Foreign Service and has held the title of ambassador since 2011. In his most recent positions, he was general director of Technical and Scientific Cooperation at the Mexican Agency of International Cooperation for Development (AMEXCID), general director of the Mesoamerica Project at the same agency and, since 2017, he has been ambassador to the Republic of Korea. He has taught courses and lectured at leading Mexican universities and has published numerous works on international issues. His work "Cien años de cooperación internacional de México; solidaridad, intereses y geopolítica", won recognition from the jury of the Genaro Estrada award, and was published in 2016 by the Instituto Matías Romero and the Acervo Histórico Diplomático de la Secretaría de Relaciones Exteriores.
