Ph.D. in Developing Countries’ Economy, Asia, Africa, and Latin America, in the Russian Academy of Sciences (1991). He is part of PRODEP-SEP, SNII-SECIHTI. He is a University of Colima professor retired since February 2025. He cultivates the research on Economic and International Relations in the Pacific Basin, particularly in the field of human resources training, the economy of education, employment, education, and international labor migration in the Asia Pacific, and has participated in several national and international conferences and authored and coauthored research articles; books and book chapters on these topics.
