He received his law degree from the Law School of the Universidad Nacional Autónoma de México (UNAM). He did PHD level studies at the Graduate Studies Division of the Law, UNAM. He holds a PhD in Law from the University of Salamanca, Spain and has multiple degrees in Law, Political Science and Public Administration. He is a full-time "C" Professor of the School of Law (UNAM); the National System of Researchers recognizes him as a National Researcher Level I.

He is an Honorary Researcher at the Colegio de Veracruz. He has 31 years of academic experience and currently teaches Theory of the Constitution, Constitutional Law and Notarial and Registry Law at undergraduate level, and Legislative Power, Comparative Constitutional Regimes and Federalism and Interinstitutional Relations at postgraduate level. He is the author of 3 books and co-author of 21 books of diverse legal studies. He is a columnist in the newspaper Excélsior and, on occasion, is a guest columnist in the newspaper La Jornada de Veracruz, as well as in different magazines. He is a regular participant in congresses, lecturer, book presenter and radio commentator in programs sponsored by various public and private universities.

He was the coordinator of nine printed publications, including the Enciclopedia Jurídica and the Diccionario Jurídico de la Facultad de Derecho. He has been awarded two Extraordinary Professorships, the Raúl Cervantes Ahumada and Fernando Ojesto Martínez, as well as several distinctions, awards and recognitions for legal merit from institutions such as the Legion of Honor, the Journalists Club, the National Association of Doctors of Law, the Mexico Israel Cultural Institute, among others. In 2018 he was recognized by the Legislative Assembly of the Federal District with the Medal for Teaching Merit Jaime Torres Bodet 2018. He is a member of the Ilustre y Nacional Colegio de Abogados; founding member of the Claustro de Doctores de la Facultad de Derecho de la UNAM and full member of the Instituto Mexicano de Cultura; member of the Sociedad Mexicana de Geografía y Estadística, being the first scientific and cultural society in America and the fourth in the world with these characteristics.
